Зелените организации провалиха европейско финансиране за парк Пирин

Зелените организации  впрегнаха всичките си структури,  за да бранят  позициите си  за новия  план за управление на  Пирин и така да получат възможности за нови  проекти за милиони. Но след като не успяха,  провалиха процедурата, вследствие на което МОСВ губи европейските средства за разработванеto на тези планове, алармират от НГК „Природата за хората и регионите”.
"Припомняме, че екоактивистите загубиха  всички  съдебни дела, водени по повод  обществената поръчка за  план за управление на национален парк „Пирин“. Комисията за оценка на конкурса трябваше  да разгледа наново офертите на всички кандидати  и да отстрани  консорциума на „Зелени Балкани“ и фондация „Биоразнообразие“  поради установени  от КЗК и ВАС  незаконни факти за техни  ключови експерти. Вместо това комисията  реши да прекрати процедурата по обществената поръчката за нов план за управление на национален парк „Пирин“. А това означава   протакане във времето с години и запазване на сегашното абсурдно статукво – да действа  един план за управление, който е напълно неадекватен към  днешната ситуация в планината".
Сагата  за Пирин  започна през миналата година, когато   тихомълком  и без обосновка,  средствата по  ОП „Околна среда“  за националните и природни паркове  бяха увеличени на  внушителните 141 милиона лева за 11 организации. Със заповед   Заповед № РД-532  министър Нона  Караджова   одобрява проект  на  Национален  парк „Пирин“  „Устойчиво управление на Национален парк „Пирин“ и резерват „Тисата“ на  стойност 19 милиона 791 600 лв.
Първата  възлова поръчка беше спечелена  от   Обединението Екоконсулт Пирин“, което   управлява  всички обществените поръчки  по  проекта на НП „Пирин“. Участници в него  са  „Екоиновации“ ООД, съсобственост на Людмила Димитрова. Втората фирма е „Консултанстска група за обществени поръчки“ ЕООД със собственик Евелина Борисива –Кабакова. Около  обществената поръчка за план за управление на Пирин имаше силно обществено напрежение поради  доказани  манипулации в полза на  "Зелени Балкани" и фондация "Биоразнообразие". Факт е, че в  процеса на конкурса, комисията за оценка, председателствана от Евелина Кабакова,  незаконносъобразно отстрани всички други кандидати, освен консорциума от зелените организации -  обединение „Пирин 2014“. В него участваха „Зелени Балкани“- Пловдив, управлявано от Тома Белев; Фондация „Биоразнобразие“ на Петко Цветков; „Екологичен център ЕООД“- 100 % собственост„Зелени Балкани“- Пловдив. Това обединение  беше обявено и за победител.  
По-късно един от отстранените участници обжалва това  решение пред КЗК, а на  следващ етап, Върховният административен съд (ВАС) с решение № 11042/22.07.2013 окончателно се произнесе и портвърди решението на КЗК  за отстраняване на  „Зелени Балкани“ и фондация „Биоразнообразие“ от конкурса, поради установени несъответствия на техни ключови експерти.  Това доказа, че  процедурата по провеждане на обществената поръчка е била манипулирана, защото комисията  е отстранила  неправомерно всички  участниците, а е присъдила договора на участник,  който  всъщност е трябвало да бъде отстранен.
Оказа се, че председателката на комисията Евелина Кабакова  е в  тесни бизнес отношения с Тома Белев. Нейното  еднолично дружество е имало  договор  за консултантски услуги с бившия директор на парк Витоша. Преди това в периода 2010 - 2012 тя е изпълнявала договори с дирекцията на парк Витоша и като физическо лице.
Координаторът на проекта пък - Людмила Димитрова,  е в бизнес отношения с фондация „Биоразнообразие“. Димитрова е изработила сега съществуващия план за управление на НП „Пирин” и това й е било възложено от Петко Цветков от фондация „Биоразнообразие“. Комисията обаче не уважи решенията и задължителните указания  на ВАС и КЗК и и прекарти поръчката за план на Пирин.
По-важно е какви са резултатите от тази сага за Пирин: очевидно  екипът за управление на проекта направи груби пропуски, които ще доведат до закъснение на  графика и загуба на европейски средства  по  проект „Устойчиво управление на Национален парк „Пирин“ и резерват „Тисата“. Скоро няма да има нов план за управление на Пирин, при положение че към стария са отправени толкова много съществени  критики и е налице силна обществена съпротива. С други думи старото статукво се запазва: в Пирин еднолично, и без зачитане на цялостния обществен интерес,  пак ще командват  зелените, което в действителност  е тяхната цел. Очевидно  е, че ще бранят по всякакъв начин окупираната си територията в  Пирин, откъдето  могат да източат още доста милиони за проекти, допълват от НГК „Природата за хората и регионите”.

    Collectors must clearly identify themselves, only send private messages and as part of their message, offer an opt-out option for receiving further messages when reaching out through social media, email or texts. As for phone calls, debt collectors were already restricted to only seven calls within seven days, but the new rule clarifies that calls which go straight to voicemail are counted as contact by phone. Despite these protections, consumer advocates argue that the new rules expose people to increased harassment from unscrupulous lenders. Andrea Bopp Stark, an attorney with the National Consumer Law Center. Because the rule is applied per debt claim, people with three or four outstanding debts already have to deal with as many calls in a given day, Bopp Stark says. By adding emails, texts and social media as ways of communicating with borrowers, the new rule only makes it easier for debt collectors to harass people, even with the opt-out option, she argues. Plus, it's not yet clear how the opt-out options will work, or how to differentiate them from possible phishing scams. The FTC already cautions against clicking on hyperlinks in unsolicited texts, emails and social media messages, and recommends independently verifying that the sender is legitimate. What I see now, is that successful factors are going back to all of those old techniques that have always worked or never stopped doing them in the first place. ABFJ: As you lead the Factoring 101 segment at the IFA, what’s your advise to those considering embarking on a career in factoring? Darla Auchinachie: First of all, I don’t know if you ever printed this in ABF Journal, but did you know that Yahoo named factoring as one of the hottest jobs for 2009? I find that really exciting. Years before factoring just hasn’t been very sexy, I guess, because no one has ever really talked about it much. As far as embarking on a career in factoring, I would say that it’s an exciting job because every client is unique and you get to learn more about different businesses than you would in any other job that I can imagine. Some people go to work for a company and they spend their entire professional career with say GM and all they know is the car industry. Factoring companies are multi-faceted for the most part. I would say you have to be a naturally curious person to really want to be in factoring - and also a people person because you talk to so many different people, and maintain relationships that you probably wouldn’t have in any other sector. It’s one of the few industries out there that there really isn’t a school that you can attend to learn factoring. You can attend conferences and you can attend classes, but you need to be a bit of a self-starter and hopefully find the right company to go to work for that can provide good mentoring for you. I fell in love with the business. I found that if you do factoring right, not only can it be lucrative, but you stay so much closer to your collateral - so I actually believe it’s the safest form of providing capital to small businesses that I know of. Over the years, I have worked with several large national firms, and I went into semi-retirement about a year and a half ago. When people found that out, some of them said, “We need you to come out and help us out again.” So I started consulting and it’s been a pretty good year. What I do in the consulting world - it’s pretty much anything to do with factoring. For example, if there’s a startup company that needs guidance through the maze of everything that is factoring, I can go and help them design their company from credit criteria to picking the right legal documentation and the right attorney and helping to design an operation that fits their risk appetite and their capital structure. I go into existing factors whose investors need an independent portfolio review… It’s such a great business because factoring companies run the gamut from multi-billion dollar corporations to the guy who only has $1 million out on the street. It’s such an entrepreneurial-based business that it’s fun. ABFJ: From your perspective as a consultant to the factoring industry, how would you assess today’s business climate for factors? Factors in the transportation sector had volumes decrease by upwards of 30% simply because there wasn’t anything moving. So it’s been interesting. And from what I’m hearing, it seems like the deals out there are getting a little bit better - from those companies that have been managing to survive the downturn but that are not being renewed by their banks that still have a solid operation. These are the types of businesses where factors can go in and provide the financing. ABFJ: What’s your advise to factors in assessing risk in underwriting factoring deals today? In other words, what are the pitfalls or common mistakes you see factors making in the underwriting process? Darla Auchinachie: This is a good question really.
