Зелените организации впрегнаха всичките си структури, за да бранят позициите си за новия план за управление на Пирин и така да получат възможности за нови проекти за милиони. Но след като не успяха, провалиха процедурата, вследствие на което МОСВ губи европейските средства за разработванеto на тези планове, алармират от НГК „Природата за хората и регионите”.
"Припомняме, че екоактивистите загубиха всички съдебни дела, водени по повод обществената поръчка за план за управление на национален парк „Пирин“. Комисията за оценка на конкурса трябваше да разгледа наново офертите на всички кандидати и да отстрани консорциума на „Зелени Балкани“ и фондация „Биоразнообразие“ поради установени от КЗК и ВАС незаконни факти за техни ключови експерти. Вместо това комисията реши да прекрати процедурата по обществената поръчката за нов план за управление на национален парк „Пирин“. А това означава протакане във времето с години и запазване на сегашното абсурдно статукво – да действа един план за управление, който е напълно неадекватен към днешната ситуация в планината".
Сагата за Пирин започна през миналата година, когато тихомълком и без обосновка, средствата по ОП „Околна среда“ за националните и природни паркове бяха увеличени на внушителните 141 милиона лева за 11 организации. Със заповед Заповед № РД-532 министър Нона Караджова одобрява проект на Национален парк „Пирин“ „Устойчиво управление на Национален парк „Пирин“ и резерват „Тисата“ на стойност 19 милиона 791 600 лв.
Първата възлова поръчка беше спечелена от Обединението Екоконсулт Пирин“, което управлява всички обществените поръчки по проекта на НП „Пирин“. Участници в него са „Екоиновации“ ООД, съсобственост на Людмила Димитрова. Втората фирма е „Консултанстска група за обществени поръчки“ ЕООД със собственик Евелина Борисива –Кабакова. Около обществената поръчка за план за управление на Пирин имаше силно обществено напрежение поради доказани манипулации в полза на "Зелени Балкани" и фондация "Биоразнообразие". Факт е, че в процеса на конкурса, комисията за оценка, председателствана от Евелина Кабакова, незаконносъобразно отстрани всички други кандидати, освен консорциума от зелените организации - обединение „Пирин 2014“. В него участваха „Зелени Балкани“- Пловдив, управлявано от Тома Белев; Фондация „Биоразнобразие“ на Петко Цветков; „Екологичен център ЕООД“- 100 % собственост„Зелени Балкани“- Пловдив. Това обединение беше обявено и за победител.
По-късно един от отстранените участници обжалва това решение пред КЗК, а на следващ етап, Върховният административен съд (ВАС) с решение № 11042/22.07.2013 окончателно се произнесе и портвърди решението на КЗК за отстраняване на „Зелени Балкани“ и фондация „Биоразнообразие“ от конкурса, поради установени несъответствия на техни ключови експерти. Това доказа, че процедурата по провеждане на обществената поръчка е била манипулирана, защото комисията е отстранила неправомерно всички участниците, а е присъдила договора на участник, който всъщност е трябвало да бъде отстранен.
Оказа се, че председателката на комисията Евелина Кабакова е в тесни бизнес отношения с Тома Белев. Нейното еднолично дружество е имало договор за консултантски услуги с бившия директор на парк Витоша. Преди това в периода 2010 - 2012 тя е изпълнявала договори с дирекцията на парк Витоша и като физическо лице.
Координаторът на проекта пък - Людмила Димитрова, е в бизнес отношения с фондация „Биоразнообразие“. Димитрова е изработила сега съществуващия план за управление на НП „Пирин” и това й е било възложено от Петко Цветков от фондация „Биоразнообразие“. Комисията обаче не уважи решенията и задължителните указания на ВАС и КЗК и и прекарти поръчката за план на Пирин.
По-важно е какви са резултатите от тази сага за Пирин: очевидно екипът за управление на проекта направи груби пропуски, които ще доведат до закъснение на графика и загуба на европейски средства по проект „Устойчиво управление на Национален парк „Пирин“ и резерват „Тисата“. Скоро няма да има нов план за управление на Пирин, при положение че към стария са отправени толкова много съществени критики и е налице силна обществена съпротива. С други думи старото статукво се запазва: в Пирин еднолично, и без зачитане на цялостния обществен интерес, пак ще командват зелените, което в действителност е тяхната цел. Очевидно е, че ще бранят по всякакъв начин окупираната си територията в Пирин, откъдето могат да източат още доста милиони за проекти, допълват от НГК „Природата за хората и регионите”.
